Either Donald Trump or Bigfoot.
But I reckon that they would have lifted the “Don’t Shoot the Trump” law by now, so I’ll say Bigfoot.

  Apparently they had so many people coming to try to shoot Bigfoot/Sasquatch that they had to make it illegal in spite of the fact that neither exists.
  
  There are no laws banning the shooting of Donald Trump specifically, but he would fall under general laws against murder.
