My guess for one is Uruguay undefeated in the first cup (Played in Uruguay in 1930 and also won again in later years) but I can’t guess for the other country.
Uruguay is one of them, helped by the fact that the first world cup has fewer games. They went 4-0.
The other is England. The worst they did was a goalless draw with Uruguay in their first match.
