This is the grave of J.W.C van Gorcum, a Protestant, and his Catholic wife J.C.P.H van Aefferden. When he died he was buried in the Protestant wing of the cemetery in Roermond, the Netherlands.
When she died eight years later, she chose not to be buried in her family plot on the Catholic side, but right next to the wall so this memorial could be built between the two of them.
