I have read somewhere that well over 90% of Dutch people think they can speak English with some fluency. Which sounds good enough for me.
So I’ll say the Netherlands.

I figure it is Northern Europe and in my limited experience would say Sweden.
Your experience is not wrong. Most Swedes speak immaculate English. But not quite as good as the Dutch.

Besides, having been to both India & the Netherlands, I was more easily understood in the latter.
