Is it something for the Israeli’s?
Nope. Wrong country.
The general layout behind the building looks like Circular Quay, so I am guessing the Sydney Opera House.
(If so, they made the right choice in the end)
That is Circular Quay in the background, and it is the Sydney Opera House.
I suspect it was one of the entries for the Sydney Opera House. The buildings in the background are more modern than what was there in the 1950s but there was a design competition with some “interesting” proposals and this may have been one of them. Many people at the time including my grandfather thought that the accepted design was terrible but things finally turned out OK.
