Hawaii became #50 in 1960 so: Eisenhower, Kennedy, Johnson, Nixon, Ford, Carter, Regan, Bush 1, Clinton, Bush 2, Obama, Trump, Biden gives 13, although you could argue that some had a negative impact and did not actually serve.
Editorialising aside, yes it is 13.
