I would think that it might be New York. Home to that giant city where there are no parking spots, a great subway system and fleets of cabs.

New York, because a lot of people use Public Transport to get around the city, so don’t need to drive; and NYC has a high proportion of the State’s population.

For the most part, it would be more trouble than it’s worth in NYC, and as you point out, that’s a substantial percentage of the state’s population.
