From looking at the map I can see two states that have to cross four other states to get out – Wisconsin and Minnesota (assuming in both cases that they can’t cross Canadian provinces).
But I am guessing from the question that there must be one that is five states deep.
It’s a tricky thing to define, but we will say that when you cross a national border, you are also crossing a state border. (Because, obviously the state ends at the national border.)
In the case of Minnesota, you can cross one border and then you’re in Manitoba or Ontario which goes right on to the sea.
Nebraska – to travel to an open sea looks like you have to travel through atleast 3 states.
You can go Kansas, Oklahoma, Texas, or you can go Wyoming, Idaho, Washington.
