Highest Finland, lowest Afghanistan?
Well Afghanistan is the lowest (the Taliban are fairly inflexible on things like drug use & gender expression).
But Finland is not the most free. That title belongs to another European country.

(Portugal would not have been my first guess, mind you. Without the clue I would have gone with the Netherlands.)
